Policy Brief: Slow progress of Family Planning in Pakistan and possible Learnings from the successful experiences of Iran, Turkey and Bangladesh

As one of the few pioneer countries, Pakistan visualized this situation in the 60s and took a policy decision to address population issue by introducing voluntary family planning services in the country. However, with five decades of investment in family planning program, only 25 per cent of women reported using modern contraception in 2017-18, the lowest amongst the Asian and neighboring Muslim countries

BUDGET DEFICIT FOR INVESTMENTS IN FAMILY PLANNING IN PAKISTAN

The consolidated national costed Action Plans with the amount of Rs. 100.9 billion was presented at the CEWG for endorsement by provincial government representatives and finally got approved at the 4th FTF held on 23 June 2021 under the chair of the president of Pakistan and in the attendance of the provincial Chief Ministers and Ministers of Health and Population. However, because of rapidly increasing inflation rate and dollar rate the national costed Action plan is increased by 10%. Thus, the revised amount is PKR 110.3 billion for the period of 2021-2025.

ACHIEVING SUSTAINABLE DEVELOPMENT GOALS: Modelling the Impact of Investment in Family Planning – Building Case for Pakistan

Publication

The model for linking family planning with SDGs indicators came from the success and utility of Millennium Development Goals (MDGs) analyses developed by the USAID-funded Health Policy Project. Using a cost-benefit analysis approach, results showed that family planning was a strong complement to—rather than a trade-off with— other health, development, and poverty reduction efforts embedded in the MDGs.

FP 2030 National Commitments

In 2012, under FP2020 Summit on Family Planning in London, Pakistan was among the 67 countries committed to enhance CPR to lower fertility and augment the rights of women. Over the years, Pakistan made remarkable progress in maternal health by significant decline in maternal mortality ratio (276 to 186 during 2006-07 and 2019) and significant improvement in delivery at facility (37% to 71% 2006-07 to 2019).

NATIONAL TRANSFER ACCOUNTS FOR PAKISTAN

This report is a product of long collaboration between the Pakistan Institute of Development Economics (PIDE) and the United Nations Population Fund (UNFPA) on constructing the National Transfer Accounts (NTA) for Pakistan. The UNFPA did not only provide finances for the completion of this report but also managed the training of both the authors of this report at various international workshops and meetings. Building the NTA for Pakistan was very important given the stage of the demographic transition in the country right now, and the opportunity it provides in the form of the demographic dividend. The PIDE being a think tank under the Ministry of Planning, Development and Reform, Government of Pakistan, enjoys a special position to give policy inputs, and it is hoped that this report and its findings would find a way into the policy processes in the country.
